I have a 67 GTO and have always wondered which pieces of sheet metal were not original to the car. I know that it had lower 1/4's and a replacement deck lid but have wondered what happened to it prior to 1980. The deck lid, rear 1/4's, doors and both fenders are stamped with numbers but I have no idea what they mean and found nothing on the net. To utilize the widest rim you need to tap in the inner part of the wheel well tin so that the vertical sheet metal is slightly inward of the frame rail, and trim the outer fender lip and stainless molding. The best trimming method is to relocate the molding screws to the outside of the existing holes by about 3/8". For that matter, never saw a '400-4' or '389-4' Buick-style air cleaner sticker on a Pontiac until the vendors started making them in the 1990's. I have no idea what your sheet metal bracket is supposed to fit or go to, but it doesn't belong on a GTO.
Use the template to cut out a new piece of sheet metal, then fit, weld into place. Using patch panels and piecing things together takes some creativity. The replacement patch panels are often of poor quality and are really not an exact factory copy of what you need.

Patience will be rewarded with an almost perfect replacement of solid metal. I also use a pneumatic flange tool to create lap joints, these can be used where you have a big enough area to get in there with the tool. It creates a step where you can overlap the sheet metal and do a lap weld or punch holes in the piece and pseudo spot weld it on. Just started wrapping up the front end of my 1966 Lemans restoration. I'm about to mount the core support with the new bushing kit I bought from OPGI. Here's the deal.. I took a ton of pics during disassembly and always reference them when putting the car back together. BUT, the pics I took of the core support bushings and bolts doesn't make . How are your sheet metal fabrication and welding skills? If that were mine, I'd be looking for donor sheet metal that included the lower windshield channel and full dash. They are out their! I just cut a forward quarter patch out of a '66 that had what you needed.

Dealers get these type cars at auction. So if the car is stripped to bare metal, it would be evident that this was indeed done at some point - maybe as an insurance job. BUT, what I am not sure the OP is understanding is that the back half of his present car is all 1967 and of completely different sheet metal than the original 1966 sheet metal.
