Thanks for the fast reply. Underground might be stretching it. The concrete is 4 inches and it's just under the bottom edge of that, so it has dirt around it but not necessarily over it. Light rains didn't effect it, but big rain and it filled it up. It's a 3/4 by 3/4 by 3/4 junction box. So comes in the bottom and out opposite sides.
